Career
His political career started to joined Congress Party, when he was in school Rajiv Gandhi his friend and he give the opportunity to join Congress Party. He was first elected to Lok Sabha in 1980. In 1984, he resigned from Parliament and also from Congress as a protest against the Army action during Operation Blue Star.
Thereafter he joined the Shiromani Akali Dal and was elected to State Legislature from Talwandi Sabo and became the Minister in State government for Agriculture, Forest, Development and Panchayats. In 1992, he broke away from Akali Dal and formed new group name Shiromani Akali Dal (Panthic) which later merged into Congress Party.
He was defeated by Prem Singh in Vidhan Sabha elections from Patiala constituency by margin of 33,251 votes. He was appointed as the President of Punjab Pradesh Congress Committee three times from 1992 to 2002, 2010 to 2013, and 2015 to 2017.

He also became Chief Minister of Punjab in 2002 to 2007. In 2008, he was appointed as chairman of Punjab Congress Campaign Committee.
